Yuan Shih Kaivinformed a deputation that ha would not permit further change in the Premiership during the Provisional Government. The want of unity was the chief reason for the Republic’s failure to seonre recognition. The Assembly passed the clauses in the Parliament Bill in the two houses. The overseas Chinese have six representatives in the Senate.
