PANAMA CANAL BILL.

The Times, commenting on the resumption yesterday by the American Senate of consideration of the Bill, says the latter’s fata will,be doubtl ss largely, perhaps mainly, determined by domestic considerations such as are particularly active in the year of a Presidential election, but even if proposals are adopted which we cannot regard as reasonable and just wa must resort to international arbitration. New York, July 16, Mr Root declares that the discriminations in the Panama Canal Bill ate unjustifiable and a breach of faith and will abrogate the HayPannoefote Treaty, The Hague Tribunal' probably will compel a refund of the tolls. It is Impossible to calculate the debt this has imposed on the United States.
