THE TERRITORIAL RESERVE.
United Press Association—By Electric Telegraph—Copyright. Received April 13, 8. 30 a.m.” London, April 11. The Army Council has approved the early formation .of a territorial reserve. It is hoped to raise 100,000 from time expired men, making the total strength of the Territorials 400,000.
