THE QUESTION OF THE RIVERS.

At the Kiwitea County Council meeting ou Saturday, the chairman. Or. S. J. Carman, in referring to the Feilding proposal for a confer* ence at Palmerston North said that he did not think the Kiwitea County should bp called upon to subsidise a River Board for the benefit of one portion of the County. “Feilding, and the lower part of the district,” he said, “are trying to compel us to pay their expenses. We must be particularly careful not to be drawn into it. It is the duty of private persons to protect their own land; The Council’s responsibilities only extends to protection of work for bridges or fords of rivers.” Or. Morton said there was need of some body with authority to undertake protective work on rivers, par- : ticnlarly to keep off cattle when willows were planted. Cr. Bruce said councillors should be very careful not to allow the county to be included in the proposed River Board area. The matter more nearly affected people living down where the Oroua and Kiwitea rivers junctioned. Or. Guthrie said there was a great tendency on the part of the towns to make the country pay their expenditure. This was apparent in regard to charitable aid. The chairman, referring to Or. Morton’s remarks said any settler ■ could impound cattle off the river bed. There was no necessity for a River Board for that purpose. The chairman was appointed a delegate to the conference with directions to oppose inclusion.
