THE PEACEFUL AGREEMENTS.

Tho newspaper Debuts considers that the ivauco-Spanish and Anglo-Spanish agreements are for tho western Mediterranean and part of the Atlantic adjacent to the countries concerned. They are what the Franoo-Japanese agreement is for the Far East. It adds that nobody but those believing that a disturbance of the status quo might benefit themselves, could regard tho agreements with disfavour.
