In the course of his speech assuming the presidency he .said he rejoiced in the increasing disoosition of States to resort to arbitration, but he counselled the Conference against being too ambitions, adding that nations had the same passions and weaknesses as individuals. Ho remarked that if Courts of Justice, despite the severity of the penalties wherewith they are armed, failed to prevent quarrels it would be the same between nations, although the progress of conciliation and the softening of manners ought to diminish such cases.
