Imperial unity, urges that an oceanic empire cannot permanently be maintained by a sea power residing only in one small portion thereof. The colonies should he encouraged to build destroyers, scents and small cruisers for themselves and to manufacture torpedoes, guns and ammunition, the Admiralty purchasing if the terms were reasonable.
