AN EXCLUSION BILL.

Considering that British Columbia’s Immigration Bill is chiefly intended to exclude Hindus and Japanese, and violates the Anglo-Japanese Treaty to which Canada is a party, the Hon. James Dunsmuir, Lieutenant-Governor of British Columbia, has reserved the Bill for the Royal assent.
