POOLING THE MAN POWER. NEW YORK, April 7. The “New York Times' ” Washington correspondent learns that British, French, Italian and American troops compose a reserve army on the West fornt. The American military authorities believe that them will be practically one Allied front from the Adriatic to the North Sea. The Allies’ manpower will bo pooled under General Foeh’s supreme command.
