GERMANS HOPEFUL.
LONDON, March 17. Solzmann, writing in the “Yossische Zeitung,” declares that 400 German and allied divisions are about to give battle on the Western front. The tension is almost at breaking point, and the future is dark. Tho Germans are animated with hope and confidence because they have a unified high command, while tho Allied commands are independent, and all are going their own way.
