Sir.— Can you enlighten me as to who is responsible for the annoyance caused residents in the vicinity of the Havelock Cheese Factory by straying stock? The owners of the stock referred to appear to be quite oblivious of the fact that they arc amenable to the law for allowing them to wander about the streets of the town at night; or if they arc aware of their liability think it well to ignore it so long as our somnolent City Fathers, or the local police officer, do not consider it necessary to interfere.
