PARLIAMENTARY.
(own correspondent.) Wellington, Wednesday. In the Council on Monday the Public Works Bill was read a third time and passed. The Enforcement of Judgments Bill and Municipal Corporations Act Amendment Bill were received from the Lower House and read a first time.
On Tuesday the Napier Gas Company’s Bill, Justices of the Peace Bill, and Counties Act Amendment Bill were read a third time and passed.
The Land Bill was committed and progress reported. The Council rose at 10.20.
In the House on Monday the Municipal Corporations Act Amendment Bill was committed. A new clause was inserted instead of the one defining the meaning of the word contract in clause 63 of the present Act. The new clause provides that no proceeding shall be taken under clause 63, except with the written consent of the AttorneyGeneral, and all penalties recovered, after deducting expenses, be paid into into the borough funds. The Bill was reported, read a third time and passed. The Enforcement of Judgments Bill passed through committee, reported, and read a third time and passed.
Mr Stout moved in committee resolutions respecting New Guinea, to the effect that it should be created a Crown Colony for the present, and afterwards annexed to Queensland. That the Im-
perial Government should provide a Governor, with a war vessel, and that New Zealand should contribute a proportionate amount of the X’1,500 per annum towards the cost of governing the territory. After a long debate the
esolutions were shelved by a motion >eing carried on the voices, that the ihairman leave the chair.
Sir J. Vogel said authority had been given by the Government to continue the cable service for five years, press messages not to exceed 3d per word, and ordinary messages 6d. The remaindar of the sitting was occupied with the the Public Works Estimates, and the House rose at 3.20 a.m.
On Tuesday, the District Railway Purchasing Bill was read a second time. The Local Bodies Powers and Finance Bill passed through committee with many amendments, and was read a third time and passed. The House rose at 1.45 a.m.
