In the Council on Monday the Hospital and Charitable Aid Bill, Rating Act Amendment Bill, and Property Law Consolidation Bill was considered in committee.

On Tuesday the Employment of Females and others Bill was amended so that boys may be employed on Saturdays from 1 to 6, printing and publishing newspapers. Tiie Gisborne High School Bill was further considered in committee, and reported with amendments, lhe Justices of the Peace Bill and Mortgages Debentures Bill were read a second time.

In the House on Monday Mr Stout moved that it was inadvisable for this colony to join the Federal Council of Australasia under the existing Federal Council Act.

Messrs Macundrew and Beetham also moved resolutions on the subject. After a long debate, the following amendment by Major Atkinson was carried on the voices “ That it is undesirable during the present session, and pending further consideration by the people of the colony of the important issues involved, to adopt legislation having for its object lhe joining the Federal Council of Australia,” The Public Works Amendment Bill and Public Revenues Bill was read a third time and passed. Sir J. Vogel informed the House that no tenders had been received for the San Francisco mail service. Tenders would be again invited, altering the service from 18 to 20 days.

On the motion for the committal of the Gold Duty Abolition Bill an-amendment was carried by 35 to 33 that the bill be committed that clay six months. The remainder of the sitting was occupied with the consideration of the estimates, and the House rose at 3.40. On Tuesday, replying to Mr Ormond, Mr Stout said a Bill would be introduced into the Upper House, allowing Borough Councillors to supply goods across the counter to the Boiough authorities. The Local Bodies Finance and Powers Bill was considered in committee. A number of clauses were struck out, and progress reported. On the motion for going into committee of supply, Mr Macandrew moved the separation motion, of which lie had given notice.
