IMPOUNDING HORSES.
At the Borough Council meeting on Tuesday Councillor Joyce called the attention of the Board to a letter which had appeared in the morning paper re boys taking horses off the tether, and taking them to the pound and receiving the driving fees. Several people had spoken to him about the same thing and the complaints were getting numerous. He would like to know who was really empowered under the new Act to impound. No pojgEkeeper should be allowed to take hoWSs from children. The Chairman said if any one took horses off the tether the best thing was to put the police on the track. Councillor Stevenson thought that many boys were far better able to take horses to the pound than their fathers. (Laughter.) Cr Lewis did not see how the Council could take any notice without a formal complaint was made to the Council. Cr Townley having expressed himself similarly, the matter dropped,
