It is reported- from Moscow that the Soviet Government has ordered the publication in every provincial paper throughout the Soviet of the article by the Soviet press chief, M. Zhdonofr, declaring that in the negotiations opened toy France and- Britain with Russia, the indications were that the two former Powers did not want an agreement ba-sed on equality in reciprocity, but an arrangement under which Russia would carry the - ntire burden.
