ARTIFICERS FOR THE NAVY.—The British Admiralty's scheme for getting skilled workmen to join the Navy has resulted in activity at Portsmouth Barracks, where artificers are trained and have to pass tests before they arc accepted for the Navy. After a 10 weeks' course they are drafted to sea, where their Must year is regarded as technical training. Electrical workers are seen in the torpedo workshop at Portsmouth.
