END OF DOG NUISANCE

COUNCIL PREPARATION UNREGISTERED STRAYS The Borough Council is preparing to put an end to the dog nuisance by the impounding of unregistered strays and taking such other action that might be deemed necessary. At last night's council meeting the Mayor, Mr. D. W. Coleman, M.P.. drew attention to the provisions of the borough by-laws, which stated: — By-law 17, Section 45 "Any person shall be guilty of an ofTence who keeps any dog or dogs on any premises or in any yard so as to become a nuisance or cause annoyance to residents in the neighbourhood by barking or howling at night-time. "As owner or person having control 'or charge of any mangy or diseased dog (including distemper) takes the same into any street, private street, or public place, or permits or suffers such 'dog to enter or remain thereon or to wander free and at large. "In any street, private street, or public place, sets-on, urges, or permits any dog in his charge, or following him, or being free and at large to rush at any vehicle, motor, or otherwise."

General By-laws, Part 16, Section 20

"No person shall allow any dog to wander or be at large in a public place unless the owner is in charge thereof."

The mayor said that he had asked the engineer to prepare a report because of complaints made to him. He was prepared to do all possible in regard to anything brought before him or the council in a courteous or sincere manner, but he took no notice of anonymous correspondence in the newspaper.

The by-laws were quite good, Mr. Coleman added, and the only matter was their enforcement. He suggested that men should be employed to put an end to the dog nuisance.

Cr. R. Morse: A clean-up would be a good move at present. Further consideration of the matter was deferred until after the closing of the Macrae Bath, when the council would be deciding the winter duties of the custodian, Mr. H. Le Bas.
