GOVERNED BY DISPATCH

(Special to the Herald.) WELLINGTON, this day. In the early days of its development New Zealand, in common with other parts of the British Commonwealth of Nations, had been governed by dispatch from Downing Street, or, as some people might have held, misgoverned by dispatch from Downing Street, said the Mayor, Mr. T. C. A. Hislop, in speaking at a civic reception to Sir Harry Batterbee in Wellington. Such methods, added Mr. Hislop, did not always make for harmony, as was instanced in 1840 when the first settlers to reach Wellington under the Wakefield plan landed at Port Nicholson and ran up the British flag. Governor Hobson heard of this “riotous” conduct and sent a frigate from Auckland to investigate.
