March 9, 11 a.m.) WASHINGTON, March 3. “The foreign policy of the United States is designed, not only to preserve peace in the western hemisphere, but to make some contribution to the preservation of peace .in other parts of the world,” declared tlic Democratic Party leader, Senator Aiben W. Barkley (Kentucky) in a two-hour speech in the Senate defending the Administration in its handling of foreign relations.

Senator Barkley declared that the Neutrality Act had not tended to preserve the peace of the world, a view which was confirmed later by President Roosevelt at a press conference.

The two statements coming so closely together are believed to indicate that the Administration will soon- seek a repeal 'of- revision of the Neutrality Act.
