The Japanese Foreign Minister, Mr. I-lachuo Arita, informed the Diet today, that Japan’s intention was to be friendly with England and America.
He added that the anti-Comintern pact was not a totalitarian union against the democracies, because Japan was not totalitarian. Moreover the anti-Comintern pact was directed solely against Die Comintern.
Japanese diplomacy was not limited to a three-Power agreement. Japan desired to establish a new understanding with England and America. Admiral Yonai, however, cited the English and American rearmament adding: “We arc not planning simultaneous operations against both Powers, but aim to attain such strength as will enable operations against the better equipped of them." The Diet is about to consider the supplementary estimates of £53,600,000, two-thirds of which is for defence.
