A report from Madrid states that the newly-constituted Republican Defence Council has declared the rising in Cartagena was not a Nationalist revolt against the Republicans, but a rebellion in the Republican fleet against Senor Negrin’s unpopular commands.
The Gibraltar correspondent of The Times says that the Spanish Nationalist fleet is reported to be en route to Cartagena.
A message from Oran (Algeria) states that the French authorities arrested 20 officers and men who are believed to be Nationalist participants in the revolt at Cartagena immediately they climbed out of four military planes from Cartagena. A fourth plane, containing seven men took to the air again, but made a forced landing.
Several sources report that the Spanish Republican fleet of a dozen vessels is proceeding eastward to the Algerian coast. It is presumed that the vessels are making for a neutral port.

(Rec. Mar. 7, 12 noon). BERLIN, Mar. G. Berlin received the news of the fall of the Spanish Republican Cabinet headed by Senor Negrin with pleasuie, indicating the belief that the new Government at Madrid is preparing to capitulate.
It is believed in Berlin that better terms will be offered to General Casado than would be offered to Senor Negrin,
