POSSIBLE ALTERATIONS PROCEDURE ANNOUNCED (British Official Wireless.) Reed. 9 a.m. RUGBY, Dec. 1. The Parliamentary Under-Secretary for the Colonies, the Marquess of Duiferin and Ava. replying to a question in the House of Lords, said, that if any changes were to be made in the constitution of Ceylon, the procedure would be by Order-in-Council and would not require reference to Parliament.
