The Duchess of Atholl has resigned her seat as the Conservative member of the House.of Commons for Kinross and is .fighting an immediate by-elec-tion owing to the majority of the Kinross West Perth Unionist Association committee disagreeing with her opposition to the Government's foreign policy.
