Mr. Hector Bywater, writing in the Daily Telegraph, says it has long been evident that Australia ultimately would be compelled to build at least one battleship. Although the Hobart and Perth were augmenting the navy and large sums were earmarked for the air force and coastal defence, the Commonwealth was not yet in the position to repel an attack. The completion of the Singapore base would add to the security of Australia and the territories in the Pacific, but primarily it had been designed as a battleship base. At present no battleships were available for service there. It also was unlikely that any building could be spared for the Pacific.

If it were decided to form a battleship squadron for Singapore it would probably consist of the old modernised Queen Elizabeth class. Such a squadron would be greatly strengthened by the proposed new Australian battleship of 40,000 tons, mounting lfiin. guns.
