DEATH PENALTY THREAT INCREASE CAUSES PEARS (Reed. May 5, 9 a.m.) LONDON, May 4. The Paris correspondent of the Daily Telegraph says that espionage is increasing to such an extent in France that the Daladier Government is preparing a decree, including the death penalty, for certain forms of spying.
