TALK BY POWERS ANGLO-FRENCH PROPOSALS CONCESSION TO ITALY HOPES OF MEETING (British Official Wireless.) * Reed. 11.45 a.m. -RUGBY, Oct. 13. The views expressed yesterday by the French Ambassador during his talk with the Foreign Secretary, Mr. Anthony Eden, regarding the position over the Italian note with reference to the Spanish situation were, it is inferred, among the matters discussed at the meeting of the Cabinet to-day. As a result of the study which both Britain and France have given to the Italian note and the exchange of view's between them, it can be stated that a broad agreement exists between the two Governments that another' seri.ons.attempt.should be made to bring thq other. Powers concerned into agreement on Spain, although it is regarded as necessary, that some definite limit on' time should be set to such an attempt. With this object the two Governments favour calling together the Non-Intervention Committee, and it is hoped a meeting may be held towards the end of the week. patient Perseverance The broad agreement between London and Paris embraces likewise the view that if a renewed effort, to obtain agreement in the' Non-Interven-tion Committee should fail the present state of affairs could not. Tie expected to continue; The effort gives irrefutable proof of the patient perseverance of the two Governments in a conciliation proposal. It corresponds with the procedure envisaged in the Italian note, and it is hoped that the committee’s proceedings will be free from the obstruction and delays which led to the joint Anglo-French invitation to Rome to discuss matters. At the meeting, whenever it is held, both the British and French representatives will state their position fully and clearly, and these statements are likely to demonstrate the complete solidarity of the British Government with the French in this latest endeavour to cope with the danger of the Spanish situation. A Berlin message states that German newspapers, referring to the note sent to the British Foreign Office by the Spanish Government, ridicule the declaration that the Government of the Republic would be always ready in principle to assure the withdrawal of foreign volunteers fighting on its side within a general plan for the withdrawal of all foreign combatants taking part in the Spanish struggle.
