ITALIAN NAVY ACCUSED PROMPT DENIAL GIVEN (Kloc. Tel. Copyright—Unitfid Tress Assn.) (Reed. Sept. 7, 2.10 p.m.) LONDON. Sept. fi. Just as the Powers were making headway toward the Mediterranean piracy conference the Soviet has dropped a bombshell by presenting a formal protest to Rome alleging thai units of the Italian navy were responsible for sinking the Russian ships Timiryazev and Blagov. The note, which has been presented to the Italian Foreign Minister, Count Ciano, demands immediate compensation for the lives lost and property damaged and also the punishment of the officers allegedly responsible. An official Italian communique indicates that the Government had promptly and decidedly "rejected all responsibility for the sinking of Russian ships. Italy, therefore, rejects the demands for reparation and punishment." The Italian spokesman added that Italy was not surprised at Moscow's gesture, which "undoubtedly is intended to sagofage the Mediterranean conference." Political circles in Rome believe that Italy may refuse to sit at the same conference table as the Soviet members.
