BLOCKADE IN OPERATION
CUSTOMS SHIPS SEIZED VESSEL TURNS BACK SHANGHAI, Sept. C. A Japanese destroyer bombarded Shekwan, adjacent to British territory. The captain of a Chinese customs cruiser reported that the vessel had been fired on by a destroyer within British territorial waters. A Japanese warship seized the Chinese customs cruisers Kwanwei and Hsukuan and put the crews ashore while Japanese forces took over the Prata Shoals radio station and observatory. The British steamer Taishan, bound for Canton, has returned to Hongkong. The captain is reported to be disinclined to continue the voyage. The foregoing incidents suggest that the new Japanese blockade is in full operation. The Japanase naval commander at Shanghai, Vice-Admiral Hasegawa, has undertaken that there shall be no interference with peaceful commerce, but has reserved the right to hail all merchantmen.
