If it is shown that there is no real desire to co-operate in reaching agreement upon the plan which will be observed, then Britain will not make further proposals and, like France, will reserve the right to complete freedom of action.

The Manchester Guardian says that no fundamental concessions can be expected, and that the proposals now being drawn up in London Will conform with the general British and French attitude.

"Perhaps one day the people will learn from the Government archives how narrowly we escaped war in the past week,” he said. The decision to suspend control of the FrancoSpanish frontier would be maintained, although he was not overjoyed about it.

"I realise that we are now entering a still more dangerous phase of international politics, and it is essential to* preserve France’s vital interests,” he said. "Everything must be done to avoid war.”
