A fundamental reorganisation of the Russian Communist Party is announced following a secret session lasting 10 days of the party’s central committee. The party’s right to a monopoly is reasserted, hut the committee lias decided that the principle of”"domorratie central ism” must he introduced, enabling all members to participate freely and criticise all party and government matters. All the parly officials must he elected by a majority vote anil the parly elections will, in future, he conducted by means of a. secret, ballot instead of :i ■show of hands as at present.
