SMALL STATES SCEPTICAL BELGIUM RECALLS 1914 LONDON, Feb. 3. The Times correspondent at The Hague says the Government has instructed the Dutch Minister at Berlin tp. inquire . the real meaning of the passage in Herr Hitler’s speech declaring Germany’s readiness to guarantee >ill-time neutrality to Holland. No such declaration has reached Holland through ordinary diplomatic channels. Herr Hitler’s speech similarly referred to Belgium, but the Jfoming Post’s Brussels correspondent says that no direct proposal has yet reached the Belgian Government. In any case, Belgium will not consider returning to pre-war neutrality, which it is pointed out, ceased when Germany violated it in 1914, and il will not be revived.
