COLUMBIA AIR BASES COASTAL PROTECTION (Elec. Tel. Copyright—United Presß As3n.) (Reed. Oct. 8, 3.15 p.m.) VICTORIA, Oct. 7. Announcing the establishment of four air bases for the British Columbia coast, the Canadian Prime Minister, Mr. W. L. Mackenzio King, declared the Government was defence conscious of its responsibilities for the maintenance of internal security, the preservation of strict neutrality within territorial waters in peace, and the protection of the coasts in war. Empire security wfts a matter of concern to all of its Gdvernrherits, but military action was a matter for the indi? vidual decision of each of the Empire Governments.
