HOPES OF SETTLEMENT

A special envoy from Tokio lias arrived with secret instructions to the Japanese ambassador. The Chinese Executive Council will be consulted to-morrow and it is hoped that, discussions will lie opened at Ka.wagon which will lend to a settlement, of the Sino-Japanese dispute.
