The payment of the dole or sustenance was unknown in Japan, declared an officer of the new Japanese motor snip Tokyo' Maru at Auckland. There were no unemployed labourers because the Government did not believe m handing out money without getting some returnHe explained that in its scheme lor providing employment the Japanese Government went in for road construction and extension of the railways. Mucli of this work was not regarded as necessary just now, but the Government visioned the future, when the expansion of roads, and .railways would be required, hence the work was being carried through now and employment provided for labourers. “All the factories are very busy just now,”, he said, “and there is plenty ol work for everybody.” He went on to say that the Japanese Government subsidised. ,the .building,of ships, the plans of which had to he approved by the Government officials, and the dockyards were, working at top speed, lliero was not an idle Japanese-owned steamer at present in Japanese waters. Frequently .Japan purchased vessels from foreign countries, vessels which had passed inci. days of usefulness, and these were broken up and the iron used in various industries.
