1,300,000 UNDER, ARMS MOSCOW, Aug. 12. A decree issued to-night- lowers the age. at which conscripts are to be called to the. colours from 21 to 19 years. The. decree operates immediately. During recent years about 6C0.000 youths out. of a. possible 900,000 have been conscripted annually. If the. same proportion is maintained in future the number conscripted yearly will be about, 900,000. According to Marshal Tukhachcfski, on January 1 last, Russia had over 1,300,000 men under arms. A. preamble to (o-nigld’s decree declares that Russian youth now develops earlier, owing to physical culture. _ The reduction of the conscription age will, d is added, enable them to devote themselves to their professions afforwards without. interruption for military training.
