Diplomatic negotiations would, it lias always been recognised, be necessary before a meeting of 'the five Powers could be called, and Mr. Eden’s purpose in handing the communication to the ambassadors before his departure to Geneva is to obviate any loss of time which might be occasioned by his absence from London while attending the League meetings.
