PLANS FOR CONFERENCE notes to ambassadors (British Official Wireless.) Reed. 1 p.m. RUGBY, Sept. 17. ’Phe, Foreign Secretary, Mr. Anthony Eden, returned to duty at the Foreign Office to-day. lie is engaged in completing a dealt of the Note which 'will -be banded to-, morrow to the -ambassadors in London of France, Germany, Italy, and Belgium. This Note'will contain proposals Tor making progress in the first stages of the diplomatic preparations for*the proposed meeting of the live Locarno Treaty Powers. Diplomatic negotiations would, it lias always been recognised, be necessary before a meeting of 'the five Powers could be called, and Mr. Eden’s purpose in handing the communication to the ambassadors before his departure to Geneva is to obviate any loss of time which might be occasioned by his absence from London while attending the League meetings.
