Diplomatic circles profess to see a radical .change in American foreign policy from inferences drawn from an address which the Secretary of State, Mr. Cordell Hull, delivered at a banquet meeting of the Good Neighbour League, in which he indicated that the Kellogg-Briand Pact should be superseded by it new international peace pact.
The implication that the Administration had veered towards a strong collective security policy was erased, however, when the 'Secretary for State added that the nation lmd no desire to enter into agreements supportable by force, but wished to he friends with all nations and allies of none.
