LONDON, Sept. 6.

Every day the work of the committee on non-intervention is postponed is a dav gained by the Spanish rebels, that is the general feeling here. 'Lho possibilities of evading embargoes are manifold and it is difficult to detect clandestine deliveries of war material unless observers, acting on behalf of the London committee, are despatched to the principal Spanish and Portuguese ports and the Franoo-Spanish frontier.

The Manchester Guardian, in an editorial. expresses the opinion that the non-intervention agreement is working unjustly towards the Spanish Government, and states : “During the long delay after the French submitted the proposal and even now, while the international supervisory committee is being constituted in London, Fascist Germany and Italy and Portugal have been supplying the rebels, in complete disregard of international custom, with aeroplanes and munitions. The non-intervention agreement, if it is genuinely carried out, will not only prevent the rebels from obtaining war supplies, from foreign sources, which they have no right to obtain in any ease, but also will prohibit the legally-constituted Government from obtaining supplies which it needs and which it could but for tlre agreement lawfully acquire. There is no doubt which side is suffering the most from the agreement. Tl is stated on impartial authority that at least 39 planes have been, acquired by the rebels since the war began. There are also reports that the rebels have received sufficient war materials to carry their campaign to victory.’’

There are miconlirmed reports from Geneva that the insurgents _ will try to send a delegation to coming meetings of the Council of Assembly. The reports add that Italy and Portugal might support the claim for a delegation, especially if the rebels capture -Madrid before (lie Council meeting on September 18 or the Assembly meeting on September 21.
