AGREEMENT SOUGHT BRITISH PROPOSAL (Elec. Tel. Copyright—United Tress Assn.) YOSF.MITF. Aug. 27. .The establishment of regional peace machinery for the North Pacific area, glider the auspices of the League ot Nations, was suggested by the British delegation to the conference of the Institute of Pacific Relations (o-day, as a possible solution of problems which have been discussed bv the conference. The project, called for the entry into an agreement by Powers with territory in that area, including the l nited Stales, Britain, Russia. Japan. France. China, and Holland. Both military and economic sanctions would ho applicable against a violater of the cove mint of the new pact. Many practical objections to the scheme were advanced, particularly from the United Stales delegation, which pointed out. that nation's rejection of a League, plan. Others saw the possibility that it would meet Japan s suggestions- lor a revision of the nine-Powcr treaty. The discussions dosed before tlie Japanese had an opportunity to state their reaction officially.
