STIFFENING OF PENALTIES RUSSIAN PROPOSALS VIEW ON COVENANT REVISION NOT FAVOURED (Elec. Tel. Copyright—United Press Assn.) (Reed. Aug. 20, 11.40 a.m.) GENEVA, Aug. 28. The Soviet Foreign Minister, M. Litvinov, has sent Russia's proposals for the reform of the League of Nations. The Russian proposals are opposed to a revision of the League covenant, but approve of tne strengthening of the punitive..machinery against an aggressor by more specific procedure, including the adoption of decisions in which threefourths of the council, without the parties involved, may agree. Russia further suggests that if the council does not take action against an aggressor this should not prejudice the immediate execution of mutual assistance agreements. Argentina proposes the harmonisation of the League covenant with the Kellogg Pact and the South American pact against war, and suggests the reentry of Japan and Germany, the entry of non-members, notably the United States, and the punishment of violation of the Kellogg or South American pacts by sanctions.
