The diplomatic correspondent of the Manchester 'Guardian says that collaboration between the Germans and Italians and the rebels in Spain goes on. all the time. Rebel ships arc coaling from German vessels. Britain is not hopeful of stopping such clandestine aid, but a neutrality pact would at least keep it within limits. The Tangier correspondent of the News-Chronicle say.s that the indiscretions of t'hc Italian president of the International Commission at Tangier. Dr. Rossi del Lion Nero, whose activities were discussed at a secret meeting of the commission, is causing alarm. Dr. Rossi lias undertaken consular duties for Ihe rebel leader, General Franco, at which the French have vigorously protested. Dr. Rossi, has also replaced the Spanish president of the, port police with an Italian. Hardly a night passes without General Franco's officers visiting Dr. Rossi's offices.

Kalian warships have landed large quantities of munitions for Dr. Rossi's legation. A sailing vessel on the night of August 8 landed machine guns and four tons of ammunition in Alhucemas Bay, which was immediately convoyed to Genta.
