BUILDING TO LIMIT

UNITED STATES NAVY "SECOND TO NONE" WASHINGTON, March 26. The Washington correspondent of the New York Times says that America's policy of maintaining a navy "second to none" is not likely to be affected by the treaty signed ill London to-day.

The Administration considers the treaty the best obtainable under the circumstances to prevent, a naval race, but is determined to build up to the full length allowed under the Washington and London agreements.

Whether the treaty will be submitted for ratification by the Senate this session is not yet determined. The status of the Pacific fortifications also await determination.

It is understood in Wasbington that the treaty will not apply to cruisers and aircraft carriers now building or laid down prior to January 1, 1937, even though they may represent heavier tonnage than that set in the new limitations agreement.
