BOGUS CLUB MENACE
"BIGOTED LEGISLATION" LONDON", Feb. 7. The rapid growth of bogus cluba was threatening to bring back the evils of intemperance, said Sir Herbert Morgan, presiding last night at a West Surrey Licensed Victuallers Association meeting at Guildford. He knew of a town, he continued, iii, .which 47 clubs had been closed in a year; but in others as soon as a license became extinct a club sprang into being. They were ono of the results of bigoted legislation, and a revolt against interference with the liberty, of the subject. There might be room for disagreement'on many of pur licensing laws, but it seemed hardly conceivable that a bill,could not be passed to kill the bogus club menace.
