NAZI REASONING
EUROPE'S FUTURE LONDON PLANS OPPOSED "SPIRIT OF VERSAILLES" VICTOR AND VANQUISHED EQUAL STATUS DEMANDED (Elec. Tel. Copyright—United Press Assn.) LONDON. March 25. Hen- von Ribber.lrop, the Cierman envoy who visited London in connection with the proposals of the Locarno Powers, declared in an exclusive statement to Ihe Daily Mail. I hat Germajiy had rejected the proposals because they represented a lamentable lapse into the mentality which hr.d already imposed so much suffering on tiermany, "This mentality." he said, "regards it as a basic .'principle that the nations of Europe should be divided into conquerors and conquered. I can assure you that Germany will no longer tolerate this Versailles spirit. She will submit no longer to Any discrimination between Germany and others."
Hen' von Ribbentrop added that Heir Hitler's constructive proposals made ok March 7 when he finally denounced the Locarno Treaty were substantial proof that Germany really desired the consolidation of peace and co-operation between the peoples;. He could not indicate the character and the scope ol Herr Hitler's promised new proposals, but indicated that they would be inspired by the same spirit. DEFAMING OF HONOUR The (Germain reply Januounces (hat Germany will define her attitude in detail on March 31. Although the reply does not, specifically refuse to withdraw troops, it declares that the White Paper lacks all presuppositions for successfully reorganising a true and lasting peace. Germany, therefore, must reject all provisions calculated again to defame her honour or question her equality. It explains that following her conviction that the Franco-Soviet A act invalidated the Locarno treaty, Germany decided to restore finally her full sovereignty over the entire Reich territoryShe had not ordered troops into the Rhineland for the sake of action, out because they required to create a preliminary condition under which she would be in a position to join in an agreement for a clear and reasonable peace. The Bowers could not previously reject a basis for a natural stalling point on such future evolution. Every attempt to base the reorganisation of Europe on the old methods of the hateful division of nations into privileged and unprivileged, respected and' defeated, commanding and obedient, must result in a new order which will be no improvement on the old order. Only treaties accepted willingly Jby equals could receive lasting and sacred respect. ILLEG AT,. OPP R KSSI ON The reply adds that for the victor the dictate' appears to contain a legal .tie, but the vanquished will always regard it as illegal oppression. Herr von Ribbentrop was sent to London to clarify the situation orally. The diplomatic correspondent of the Daily Telegraph says that Herr von Ribbentrop is not permitted to reach precise conclusions and will return to Berlin before the elections and to see Herr Hitler on March 30. Meanwhile the Fuhrer has postponed all but election business.
A Berlin message says that Herr Hitler, in a speech at Berlin, said that on March 31 he would repeat bis proposals of March 7 in even clearer and more emphatic form. He would show the world what was possible and what they were prepared to do just as to-day lie had told them what was impossible and what they would never do.
