EXPLANATION TO NAZIS BRITISH LEGION VISIT (Received July 22, 1.30 p.m.) MUNICH, July 21. The controversy which has arisen because members of the British Legion liad not placed a wreath on a Nazi memorial as expected has been explained. ' The ceremony was announced no tore the members of the Legion were consulted. The Legion took the view that as the. sole object was to make contact with German ex-service men, they could not participate in a political demonstration.
