This i per eeiit will be paid to the companies by the Treasury in cases where a. factory borrows money from the fioVdrnriiout to advance to its suppliers. It is the. desire of both tho Government and the commission that dairy farmers requiring advances should be able, to obtain them at the lowest possible rath, and without the cost of tho load being increased by administrative ohrtfges. . : .
