JAPAN'S WITHER AW AT,
TOKIO, Feb. 15. The foreign spokesman states that Japan, in due course, will abolish extra territoriality in Manchukuo if the new inter-Ministry commission finds such a course opportune, and Manchukuo s judicial system is satisfactory. He added that the commission would also study whether Japan should surrender the railway zone to Manchukuo. There would he no connection with China. Other countries will not be consulted.
