HOME STOCK MARKETS (British Official Wiroless.) Roc. 10 a.m. RUGBY, Feb. 15. A more optimistic feeling prevails on the Stock Exchange, following the encouraging Board of Trade figures, this being exceptionally noticeable in the home industrials section. British Government stocks were strong.
