JAPAN AND MANCHUKUO
TOKIO, Dec. 20,
The Emperor has appointed the War Minister concurrently president of the now Roan! of Manchurian Affairs, controlling all Japanese administrative activities in Manchukuo and in the Kwantung leased territory. Forty-nine Imperial ordinances become effective under the new system immediately.
Mr. Oltada Hayaslii, in a statement, said tho system was designed to produce tho closest co-operation in respect of the Japanese organisation m that region.
