NEW SCRUMMAGE RULE INSTRUCTION TO REFEREES (Klee. Tel. Copyright.—United PreKR Assn.) LONDON, Dec. 19. The Rugby Union has circularised referees ordering a strict, enforcement of the scrummage rules, insisting that lilie halfback stand at least a yard from the scrum, and propel the ball with both bands below the knee fast enough to reach the far hookers’ feet. The feet of the players- intervening must not be raised. •» Flayers should he sent, off in the event of a persistent infringement.
